Ex lending library with usual markings, mostly on front endpapers. One cracked gutter, a little pencil underlining of text. In no better than fair condition but a good working/reference copy of this one-time important text on the future of the then European Community (now the European Union), belying its primary origins as a mechanism to avoid war in Europe.
